What's better 4228 or 4248

Any opinions on which antenna is better for fringe reception AND the ability to get
the high end of VHF ( 9 - 13 )?

4228 is a UHF ONLY antenna.

I agree with above. Net gain is what to look for whether UHF or VHF.
The Winegard HD 9095 has the highest UHF gain according to their web site tech info.
If you need VHF channels get teh 4248 instead.
