What should be done on Service Call ?

I have a Dishnetwork appointment next week to have Tech come out and realign Dish and hopefully tighten it up for it wont move so easily in the wind.
The problem is a couple weeks ago before the Dish got blown out of alignment it was acting weird anyway,receiver kept resetting itself ,at 1 point 3 times in 1 hour,local channels (HD) are contantly losing signal(No treees or obstructions.)Then we had a bad wind storm and I lost signal completly but I was able to move Dish a little and get a signal back but signal strength is 28 to 38,is that too low.
When tech comes out I want to get my moneys worth and make sure they are doing what they should,what should they be checking for and what should my signal strength (ideally be).
I am new at The Dish game but dont want extra calls To Dish because they dont do the Job right in the first place.Appreciate any advice on what they should do to tweak system.

In what manner is he dish mounted? If it's a free standing or bucket mount, don't expect much.
If the dish is bolted to the strcuture ,it should not have moved in the first place.
Apartments are tricky. We are severly restriced by management compnaies/owners on how and where we can place and mount a dish.
Let the tech do his work. Please do not try to adjust the dish yourself.
 
They should check everything to be sure it is operating properly and replace/fix whatever is not working.
 
I know I check the signal strength on all the sats your getting and then if needed I re-align the dish to make sure its peaked and usually replace the fitting at the LNB. Then or before I check the fitting at the ground block if they look iffy I will replace them also and usually the ground block because if the fittings were bad chances are ground block is also. Then I go back inside and check the sat signals and make sure its all good. Kevin

The Dish is mounted to an arm Bracket (Installed By Dishnetwork) that is connected to Roof,but is auctually held away from roof(Landlord paid to have this set up as he doesnt want Dishes on his new roof).I only slighly moved Dish after it moved in Windstorm ,to try and get some signal as my appointments kept getting cancelled by Dish installers,but once they tighten and align I willl not touch.What signal strenghth are we looking for best reception (even in stormy weather)I am out here in California so severe storms arent a problem but wind is as I am on the Coast.
