he's selling a coupon which allegedly has retention's number on it so you can negotiate getting an hr20 for 199 dollars. it's a fraud and definitely buyer beware!
Not a true fraud, BUT he is "selling" information that can be readily obtained for free. In fact, we just got 99% of what he says he can get you with our DirecTV upgrade just 2 weeks ago; and all without all this BS. All we didn't get was the PPV coupons, which we will never use.
He is charging for "his knowledge" (loose term), his time and the fact he has put it in writing. He is praying on those that THINK this info is not normally free. And as stated before; buyer beware as I would bet his documented methods are not 100% foolproof nor come with any money back guarantee (regardless of what the listing says.
I did find this part of his listing funny:
"EVEN IF YOU FIND OUT YOU ARE NOT ELIGIBLE, YOU MAY STILL BE ELIGIBLE FOR DISCOUNTED PROGRAMMING PACKAGES, OR A 70 HOUR TIVO UNIT FREE."
He is telling you right there that this does not always work. Which will likely be his line that the buyer was warned in writing.
I provided the bold & highlight for effect.

retention credit making it $199. (Note you must sign a new 2 year agreement,
this is no problem because All customers must agree to this if you were
getting any new equipment. Also ALL New customers must agree to a 2 year
contract to get any level of service. This new 2 year agreement started in
August 2005)
At this point YOU MUST Say this EXACTLY as I have printed...
Say that your "Friend just got it for $99 the other day,
"He got it for $199 and he got a $100 Retention Credit Applied to his Bill
making it $99,"

I had a feeling that was what you find for info. Lets hope it helps some unsuspecting folks that would have forked out the dough for information that should be free. Good post.
Suprised DTV hasent caught on, or discovered this, he is in a way stealing money from them, by encouraging people to call in and threaten to cancle just to get a deal on a hr20.
