Since movies are shot at 24 fps doesn't that make 15 mbps 1080i/24 equivalent to 18 mbps for 1080i/30?

In theory, yes - but the sequence of I-B-P frames would have some effect if indeed they are different.

However, even if it was not before, SHO is the Quality leader in terms of video on E* - and actually has been for sometime - since MonsterHD was taken down from it's 17.50Mbps 1920x1080i Telecine rate.
