How about the Armed Forces Network TV stations.
I also vote for a la carte selections. Maybe they could offer packages where you buy blocks of, say, 10 channels (not including premium movie channels) of your choice. Charge $25/month for the first block and pay an extra $5 for each additional block you add.
Of course the networks won't like this because nobody will chose the shopping networks or worthless channels like Cspan and MSNBC
