The difference in that is that alcohol hurts your performance. As far as records go perhaps Babes should get a "good" asterisk and yes in the eyes of the law he should have been arrested if he broke it. As far as cocaine goes, according to that delightful document you linked to it is a Schedule II drug, not Schedule III. Therein lies a difference. It has also been banned by baseball for quite some time -- another difference.
