Weird Channel Setup Change on old RCA Receiver

I live in the St. Louis Area. I receive my HD signals OTA through a Hughes HD combo OTA/Satellite HD receiver. My second receiver is an old RCA SD unit. When I started to flip channels on the old RCA, the receiver said 2-001 (KTVI-DT), then 4-001 (KMOV-DT), 5-001 (KSDK-DT), 9-001,002,003 (KETC-DT), etc. No picture came through, but can anyone here explain? Is DirecTV ready to implement HD locals in this area now? I cannot get the Hughes to show me those channels through the dish, only through the OTA tuner.
