From the apps, you can see that WTTW didn't drop back to 11 and stuck on 47 so that WBBM could snap up 11, if the arrangement is approved. If the agreement isn't approved, WTTW chooses to go back to 11, and WBBM-DT would choose to stick on 3. Hmmm... there's still hope for us VHF-lo lovers after all.
