These cities are very close to the foothills and have special problems when tuning in the Los Angeles OTA digital stations.

Strange. I saw at least 7 replies in your thread
The short answer is "No!" VOOM channels are encrypted and you will not be able to authorize a receiver outside the US. Even if this were possible, I don't think you can get any signal from Rainbow-1 in Europe. Sorry...
