USPS Priority Flat Rate Envelope/Box - Is It Allowed To Bulge Out?

I am curious if they are strict on the flate rate envelope/box bulging out. I know that they do not go on weight and I was trying to keep shipping rates down as it can be a killer on small items. They want to charge more based upon weight when I can get it in the $4.05 envelope. Is the only thing that they care about is if it closes on the end or not?
 
It depends on the post office employee who accepts the package. I used one to send a textbook that really didnt fit in the envelope, but the guy said that if I go it sealed, they could send it
 
Yeah, unless they're real sticklers they'll go by the "as long as it's closed, it's ok" rule. I've even had some put extra tape around the seal just in case, without asking, when the box was bulging a bit. They don't want to lose your business to ups or fedex so they'd better be a little lenient...
