upgraded receiver questions, confusing dish answers

Previously I had only a VIP211k receiver. Now I've added a VIP722k. They said the 722k moves into the "primary" slot on my account, and now I get a DVR charge per month. Isn't the DVR included if its the "primary" receiver on the account? So adding this new box costs me $13/month more is what I was told. Does this sound right?

Looking online, I see rcvr #1 as VIP211K and rcvr #2 as VIP722k, is this indicative of a wrong "primary receiver" or is this meaningless.

the 722 will be set at the primary as its the most expensive $17 prior to the dvr fee.
so your charges shuld be $ 6 for the dvr fee and $7 for your second box 211.
