Joey 4 can, in fact be used without the Hopper plus add on.
When I upgraded to the Joey 4s to get 4K HDR, they insisted on adding the Hopper Plus as well. Not only was the Plus very buggy, it eliminated the PIP and Multiview functions on the Hopper 3. I ended up getting rid of the Plus, and it all works fine.
The Joey 4s have been excellent. They are faster than the old wireless Joeys.
If you want to update to the Joey 4s, they may insist on adding the Hopper Plus at first, but a good installer can undo that if you don't want that on your main TV.

My only real minor complaint for the Joey 4, is that it flags all optput as HDR even for HDR content. The problem with that is usually you will have different picture setting on your TV for HDR content, and also that the color is not accurate when HDR is flagged for SDR content. The work around is to disable enhanced HDMI on the TV, and only change it for actual HDR content.
It would be nice if that could be fixed on the Joey 4 via firmware, but it may just be a hardare limitation. The Hopper 3, does not have this issue.
