Universal Smartcard - Expressvu

I live in South Carolina. I have Expressvu satellite service with a restricted smartcard. The receiver I have is model 3100.

edited the rest by Iceberg: I want to defraud ExpressVu by buying a card that will illegally get me programming. How do I do it?
