From my view it is a Hopper problem, because the VIP's I have do not have the HDCP problem. The fact that only resetting the Hopper fixes it also makes me think that because in many cases it is a handshake problem and unplugging and plugging back in the HDMI does fix this kind of problem no matter the receiver, tv etc.. In regards to the possible networks being the problem I just don't remember seeing any real amount of problems with that kind of issue on the forums here for DISH. The advice h2ouup2 and Dirtydan have is right on - try to have the Satellite receiver be the last one to turn on.
