If you're asking if D* signs up new customers without an agreement...no.

1 year for standard equipment, 2 years for advanced equipment.

If you signup and through no fault of your own you can not get the signal then DirecTV can not fulfill their end of the contract thus they have no choice but to move heaven and Earth to get you the signal or simply let you out of the contract. However if you simply want to break the contract then you must pay the penalty. You will find a contract with any service you decide to go with. They don’t give you all that free equipment for nothing. You will find similar deals with Dish and Cable.

Also for old customers it is a two year commitment to upgrade to HD.
