Is this a metered market? If not, they won't see a drop in ratings for ANY program because of a Dish blackout (at least until Feb, which means results won't be in until Mid April). Also, how many subscribers does Dish have in the market? I know their conflict was with Direct, but with Cordillera's blackout, there were 500,000 customers affected over 10 stations/markets. I also agree with ralfyguy regarding Dish pulling guide data. They do that to piss off the consumer more. Remember their is guide data IN THE RECEIVER, Dish elects not to use it. No, it may not be 9 days, or heck, even 3, but even if it's only 12 hours, it would still allow timers to fire.
