They would be fools if they scrambled. RTV isn't a primary, or secondary network. It's a tertiary (3rd level) network providing programming to digital sub channels or main channels in rare occasions. I again state that it would cost them a small fortune to encrypt and provide IRD's to their affiliated stations. Believe me, these stations would drop RTV in a second if they had to shell out money for yet another IRD in their rack.In this case true, but when you aggravate the supplier they won't be so generous anymore.
Best to enjoy what's there and keep quiet.
RTV is a barter network. That is RTV retains a certain amount of commercial time per hour and releases 4-6 minutes to the local affiliate for their use. The only income they receive is from leads and sales generated from their PI or Direct Response advertising. Again, they want/need eyes watching their programming and commercials. I do wonder what kind of license fees they paid to NBCU for their on-air programming.
However, what they could do is drop their KU signal altogether and require stations to pull in the more robust C band signal.
