Without a B Band Converter, you will only see the 101° satellite since 99° and 103° are transmitted from the dish in the B Band below 1Ghz.THe B Band converter shifts those lower frequncies up into the satellite frequency when your receivers requests something from 99° or 103°. H/HR 20, 21, 22, & 24 need BBCs to talk to a non SWiM dish. H/HR 23 have a built in BBC.

The bbc only affects the 99 and 103 signals. You aren't pointing it correctly, the lnb is bad, the cable has an issue, or the box is bad.
If the cable was good for sd, it's probably good for hd. If it's copper clad and over 100 ft or so, it could cause issues. A tech might be able to test the lnb, but you would have to swap it to find out if it's good or not.
101 is easy to hit if everything is hooked up right and you have line of sight.
Make sure everything is hooked up right before you power up. No splitters in line either. Then put it on the 101 signal screen that shows all the transponders. Then slowly start hunting.

I just talked to a place and they've never heard about any testing for LNB's. He said I should call directv and see if they know anything about that. He also said they're impossible to set up without an $800 meter. I do have a thing that I put in between the cables to make them longer that seems like it would work similar to a splitter. Would that be a problem as far as signal strength?
Not impossible but very difficult if you have never done it before.
I have setup several slim lines without a meter and get excellent signal even on the ka sats.. But I have been doing satellite stuff for a long time.

You probably mean well, but after 52 posts you really do not indicate any understanding of what it takes to install and aim a dish. Sometimes you just have to call an installer.

My guess is...interior designed splitter stuck between two trees. If so.........probable water damage.Also, if between the dish and the receiver...expect half transponders to be missing.
Can't see enough to tell either...where is it in the system hook up?

You need to start over.
Get a short new cable to the dish. Put a tv and the receiver next to the dish. Close enough where you can see the small numbers on the tv from the dish. Straight cable from the dish to the receiver. See if you can get 101.

Here's a closer picture.
I'm also not sure if the white cable can support an HD signal, but I've been using the cable on the left and have been getting zero for all signals. I'll maybe try taking these out and hooking the cable directly from the dish to the receiver. I would think I should be getting something other than all zero's at this point.
