You would want a heavy duty tripod and have it anchored securely. Mast length would depend on a lot of factors, have specs and access to an engineer would get you a proper answer. If you are in an apartment, common space could put a restraint of the length.

If your asking about the patio mounts dish provides, they are very sturdy with the proper ballast. They normally use about 9 solid bricks for stability and that is more than enough. The mast is about 5 feet tall. Might be able to cut it down a bit, but if I remember right there are braces on the mast so I think that would affect how short it could be.
