Transponder question

hi guys - need some help for a noob. I am trying to set up my dish and currently i have my dish mounted on a pole. At this point, I am trying to check my signal strength and in checking the transponders, only transponders 18 and 28 are at 85%, some are at their 40s and some are 0. Am I supposed to get all of them to show at 85%? I was able to start downloading the guide however, once the bar goes all the way to the end, it just stays that way. What else do I need to do? TIA
