In watching a YouTube video from the ATSC 3.0 deployment in 40 markets thread, the red dongle (a wideband SDR) that you're seeing in many ATSC 3.0 related stories costs about $1,000 each. The Linux software is open source and available on Github but that perhaps doesn't solve the issues of decoding the video and audio for DVR class chipsets.
