Is it really against TOS if they are taking the receiver with them each time they go there on the weekends, and bring it back? They live alone, so the receivers aren't being used at two locations at the same time.

Yes, technically it's against the TOS. DirecTV turns a blind eye to the practice of taking a receiver, but they are not going to do anything to make it easy. If you get an HS17, it's not even technically possible
They are definitely not making it easy on you when your trying to play by there rules ....
There are MANY people out there that when installs are done they notify D* that they have a cottage or summer location and they have NO PROBLEM with you having set ups at both locations.
Thier not dumb ...
They are not supposed to. Some people get around it by using movers connection for the second home. DirecTV rule is only to install at the service location.
Like I said before, when you call in and openly tell them that you want to bring a recvr to your lake home and they say that is No Problem ... as far as I'm concerned, thats on them, not the owner ... the owner was up front and the company had no issue with it.
Therefore, Not a TOS issue.
If they ever have any issues at the cottage, they call and D* never gives them any issues.
They just proceed to help them just like if it were thier home.
Its really no different from having a home in One State and having another Home in another State.
D* is not dumb enough to say NO you can't .... Unless your an RV'er sadly.
