Watching FCC docs one can see Dish has a bunch of satellites under construction, and authorizations for many locations and frequencies. The main "surprise" of the statement was that 2 satellites will go up this year to their previously authorized slots and they will provide a new service from them. Until the announcement there was no idication of when the satellites would go up (except the must be in service by times in the frequency grants) and what they would be used for.
Now it is pretty much the same vaporware from both companies until they get their satellites up and operational. They both have the satellites built and scheduled for launch. One hopes the launches are all successful and the satellites work like they are supposed to do.
How each company uses their bandwidth will be the part we have to wait and see about.

86.5 SAT-LOA-20030609-00112 call sign S2454
96.5 SAT-LOA-20030605-00109 call sign S2453
are the 2 satellites Dish is talking about, they have not released any details. Service from both these slots could be done on a dish500 type dish.
I think it is pretty obvious that the two satellites that Charlie Ergen talked about are the E-11 and the AMC-14 satellites. I do not believe that an authorized slot has been aplied for/determined for E-11 and the 105.5 W tweener slot is the only one that SES Americom has applied for with AMC-14. I do not believe the FCC has made any rules for the regular DBS tweener slots but they did recently release the licensing and servicing rules for the "Reverse DBS Frequencies". I have to believe that Dish is counting on receiving licenses for some of these Reverse DBS slots for these two satellites. The ruling can be found here in Word and Acrobat respectively:

Of interest in this rulings are the available slots which start at 43 W and increase by 4 degrees up to 179 W. The other point of interest is that it appears that FCC will award the slots on a first come/first serve basis and consider the applications already on file. The ruling lists those applications already on file but most do not correspond to the available slots. Dish has applications for the following slots:
61.9, 67, 77.2, 86.3, 110, 114.5, 119, 124, 128.6 and 147.6 W
Of these, only the 67 W and 119 W correspond to available slots but this does not mean the FCC would not consider modified applications. As a side note DirecTV has applications for the following slots:
96.5, 99, 101, 103 and 105.5 with 99 and 103 W corresponding to available slots.
Now if Dish's plan is to use these "Reverse DBS Frequencies" I would think that both E-11 and AMC-14 would need to be modified for these frequencies. It has been reported previously that AMC-14 was already being modified with some steerable capability. Now this all speculation on my part, perhaps Scott G. can tell us if I am way off or not.
