Why would four digits be required? Do you really mean that they're going to a CC-ss configuration because they're contemplating 10 or more streams? I'm pretty sure no DTV tuner can handle channels >81 (in AIR mode, obviously).Also KAJF-LD and KCMN have been downgraded meaning channel numbers know in 4 digits.
Because it is "coming soon" to markets that don't currently have affiliates, I'm going out on a limb and guess that if it happens, it will be a CONUS offering for DISH as opposed to a LIL configuration. I'm betting the broadcasters are not liking this kind of activity (only a half dozen of the 145 affiliates are Scripps O&O).If you look at the Bounce website it says Bounce will soon be available on Dish.

My original assumption was that the channel number could be four digits and that's not something my QAM capable TV supports. Now that Mgsports has clarified what he said, it turns out to be something that my TV may not support but it is actually OTA related and the cable TV reference was a red herring.Cable systems can renumber channels any way they want. Our local Suddenlink has many such channels. Not a big deal.

Again with the cable TV distraction?Another thing about Cable Systems they tend to not want to add low power stations other then one in northeast MO that picks up KCKS-LD channels and QAM channels on Cable Systems Digital Sub channels are the same ones your Cable System has so just because on Antenna in KC Area like Comet TV,Light TV,Escape,This TV,TBN,Life,Qubo,IONSHOP because CCI doesn't have them yet on QAM for CCI won't show up.
There's precious little high quality Afro-centric programing to acquire so it makes a lot of sense for Bounce to pounce on Scandal. A lot of the competitive content is from premium channels and streaming services isn't really suitable for OTA broadcast without serious butchering.Bounce has picked up the rights to air Scandal starting next Monday.
