Spotbeam Usage on 61.5 (18, 19, 20, 21,22: Unused)

Since 61.5 signal is very strong in the west coast as well, why dosen’t dish use Spot beams 18, 19, 20, 21,22 zones on 61.5. Those spot beams cover the west coast very well. If people have a choice of arcs on East, then why is west left out. I’ve seen lots of folks using 129 in the east. There are lots of people like me who do not have the LOS for 129 but can easily pick up 61.5.
 
my bad. I thought they were spotbeams when i saw the PDF here. It does look like Spots though

Dont forget there are two satellites there, the old VOOM bird probably has the spots on it, while the other DISH bird has the conus.
 
The old Voom sat (now E12) has spotbeam capability on all odd transponders up to and including 23. So, the answer is, I have no idea why 17, 19, 21, and 23 are not being used as spots.
 
Huh. Only 15 of 24 array circuits are still up to snuff, and that article was from 2009.
