I've got an OTA antenna and Dish signal combined going to my TV where it is split (diplexer) and goes to the DVR. I want to split the line just to get the OTA part to another TV. I can't split after the diplexer (due to locations of things). So can I use a regular cable splitter in the line carrying both Dish and OTA and for this second TV, just connect a diplexer to get the OTA part?

Yes you can use a power passing splitter (must be rated to 2150MHZ) and you won't need a diplexor at the 2nd TV.
