Spaceway F1 is to go up not by bowing but a european source. Original launch dates were delayed because we could not gain access to portugals water space, since we had declaired war. Only way to fly this sat from there would have been to empeach our president (which i wouldn't mind) so we moved over to europe for launch. They had to do some adjusments on sat to launch becuase they feared the fuel tanks could not handle such a distant move in space. Im sure ill be corrected if im wrong but all the articles ive read have clearly stated this....

Spaceway 2 is not absolutely needed, but could function as a backup to SW1 in case of a catastrophic failure. D* does not want to promote HD locals until they are sure they have a backup satellite in orbit.
Once SW2 is fully operational, then D* may start start the ball rolling for the second 12 DMA's since either SW1 or SW2 could probably handle the first 24 independently.
Losing a satellite would be expensive, but I'm sure D* has an insurance policy in place. The real loss would be the thousands of subscribers leaving D* if their HD locals service were abruptly interrupted for an indefinite period of time.
