Sox game blacked out is this right?

My mother in law has D* and I have E* (plan on switching in Aug) anyway today the White Sox game wasn't available to her but I could get it at my house. We live near the Ft Wayne area about a 1/4 mile apart.

Why can one service show the game but not the other?
 
I live 55 miles from DC and 90 miles from Baltimore. Both the Nats and O's games are blacked out on E* (ESPNHD), but my neighbor receives them just fine on Adelphia (no blackout restriction). First, I can understand the Nats being blacked out but certainly not the O's (but that's the MLB). Second, it appears that not everyone is playing by the rules.
 
Did she look on Comcast SportsNet Chicago (Channel 640 on D*)? When the local RSN carries the game, D* has to black out the ESPN coverage.
