Yes, I was not aware that there was any time limit on when it is okay to bump a thread. At least I have been trying to keep my replies on-topic, or at least relevant to the specific post being quoted.

Ok but what about the Smart Pack the subject of the thread and Latino Bonus Pack?

Latino Bonus Pack should show up as an option for you, since it was available as a separate add-on long before becoming a Channel Pack option for Flex Pack. Latino Bonus Pack would not show up as an option for jerryez, because it was never available as an add-on with Welcome Pack. (I am pretty sure that is the package he has.) As far as why Smart Pack would still show up as an option for you, maybe Dish has it set to still show up on accounts that do not qualify for Flex Pack, so they are still listing something in that price range as an available option.
