Easier said then done. I have tried everything short of a 40 foot tower and they can not be pulled in.
Could never figure it out. Almost as confusing as sports blackouts! LOL.

Wild guess - Cheshire was probably head-ended (cable-wise) closer to New Haven, historically, which probably meant NY networks got some ratings. Wolcott was probably head-ended somewhere around west bumble#$%@$@%$, so no push 
Cheshire has Cox cable, so the head end is in Meriden. Wolcott has Comcast, so I would think it's the same as for Waterbury et al.
According to the FCC, "It is up to the satellite carrier whether or not to offer significantly viewed stations and you must be a local-into-local subscriber to be eligible to receive these stations'. This statement proves that DTV is hiding behind false statements.
I really don't care about the parameters. they can change my programming when I am on the phone with them any other time. It is just the frustration of not being able to get what I legally can. To make the problem even worse, Frederick County is designated by the NFL as in the Ravens marketing area and when the Redskins and Ravens are on the same network at the same time I can not watch Raven games. This has caused me to purchase Sunday Ticket in the past. I did get it free when I came back in June for this season.
If you don't know all of the rules and regulations regarding the assignment of rv stations, how can you say that you should be able to get them, but Directv is keeping them from you?
So if one has a Southport Zip would receive Hartford, New Haven SV stations?
And then on the east end of CT, say if someone lived in Stonington which is in the HFD/NH DMA, would see SV channels from the Providence. RI DMA?

Legally yes. Remember, reception of these channels is at the discretion of the provider.
Apparently if you are in Fairfield county, which is in the NYC dma, you don't get sv channels, but Stonington gets channel 10 and 12 from Providence. If you are in the NE corner of CT, you get Providence plus channel 4 out of Boston.
I believe that the statement from the FCC constitutes the rules and regulations.

Many customers want neighboring locals. Directv claims they can't yet the FCC says they can. That's the false statement. I am on vacation now and I am in the Burlington VT DMA. Complete rip off to pay for locals when people in Southern Vermont get Burlington DMA AND either Boston or Albany because Vermont government fought to get Vermont channels statewide a long time ago. It's ridiculous that people here only have the big 4 and 3 PBS for the same price that people pay to get affiliates of all networks in other cities. People who are willing to pay extra for locals should be able to purchase them. That's capitalism. Currently, you get what locals the there government tells you. That's communism.

Anyways, getting distant locals isn't permitted anywhere, and the Dish debacle in that regard should be required reading. As far as sv channels, they aren't available everywhere because not all neighboring channels are significantly viewed by definition, and where they are, Directv doesn't always give them. Why? Who knows.

There is a list somewhere of official SV channels Directv COULD offer. They offer some of them but not many. If a station's OTA coverage reaches you at a certain dB level, you should get that station on pay TV. 3 of my top 5 strongest signals at home in NC are "out of market" which is completely stupid. Look at Baltimore and Washington, NYC and Philly, etc.
