Has anyone ever constructed a signal reflector to bounce UHF/VHF signals around obstructions to their antenna. I saw a brief description of the process on the internet, but it was lacking in details. No explanation of required size, signal loss, etc...

We know multistory buildings, water towers and other large man made objects can cause signal reflections. Also different materials have different reflective capabilities.

I personally have never heard of anyone trying to build a reflector but I imagine it would have to be sizable. It would also depend on the frequencies you are trying to alter.
Ch2 has a wavelength of 207.6 inches. Ch13 has a wavelength of only 55.4 inches and UHF channels get much shorter
