signal problems?

I have a H10 and a SD DVR w/3lnb and milti-swtch. Some nights I get some picture freeze, so I checked my signal strength. On the both recvrs there are 2 signal meters SAT 1 & SAT 2. On the H10 many of the SAT 1 readings are in the 40,50,60's, others are in the mid 90's. On SAT 2 all the readings are in the mid to high 90's. The SD DVR does the same, but all SAT 1 readings are somewhat higher with SAT 2 in the mid to high 90's. I switched the cables at the recvers and the meter readings reversed. This would indicate a bad cable or connector if it was only on one recvrs and both meters on the SD DVR were in the 90's. Could I have 2 cables that are bad, bad multi-swtch or a bad lnb? Are the large differances between SAT 1&2 not importrant? Other thoughts?
