SHVERA is now law!

The President has just signed the omnibus appropriations bill, including SHVERA, into law. The official White House press release:

This means all the "clocks" in SHVERA, from the 60-day clock for mailing "the letter" to distants customers in LIL markets (the one you MUST return within 60 days of receipt to keep your distants) to the 18-month clock for the end of "two-dish", start today.

The final "enrolled" text (the one sent to the President) of SHVERA at THOMAS appears identical to the conference report I posted at the start of my previous SHVERA thread. That version is at:

Note that the text seems slightly off-center; that's because the original PDF page is 11 x 15, and this was the result of "centering" the text on an 8-1/2 x 11 page (instead of reducing it) in the Adobe Reader print command. (I made this with CutePDF Writer, which works as a PostScript printer driver and then invokes Ghostscript to convert the "printout" to PDF.) The original PDF has very wide margins, so the trimmed part has no text at all.
