Here is a link that might help you get the HR21 on the network. Onece you have got it there all you can do is waite till D* see's your system on the network and enables your system, about a week or so.

Does the HR21 have the software to enable of VOD?

VOD software has not yet reached the HR21. The latest CE software has a menu item leading to a slide which says it is coming.
