New Vcodes go out to SC and Shaw employees on April 11 in order to test the new alignment.

One of my sources says HD will be channels 1 to 99
another says it will be 101 to 199

Any chance that this new alignment coincides with the aforementioned software changes (programming guide, etc.)?

No. These channel map changes would be to the DigiCipher II T.D.T. (Transponder Data Table)

They would require no firmware changes and as a result would apply to all receivers - Legacy and new. The only possible hiccups would be with the dual tuner (1 satellite/1cable) receivers in the field (470, 451 + 410 second series)

The new channel mappings will go out to customers on July 5 2007.

The HD channel range will be 002 - 089
The audio channels will be from 090-199

I'm not sure why they are moving the audio channels.

Not everyones receivers will change on the same date. I'd imagine that the new v-code will be added when your receiver is updated with the new interactive software. From what I understand, this will starting happing the morning of July 15th.
