Hang on to your stuff, when you get up in levels you are going to need them. You just started, the guys higher up are happy to help and understand you don't have much to part with. Dang Zynga. I was just about finished with the El Padrino level in cuba,when all of a sudden they added a new requirement for one of the jobs the need to have 5 politico corruptos, and unlike anything else in Cuba, it could not be bought.
Edit: It is a loot drop. But can be bought via businesses. I used C$500K and bought 10 of them. Problem solved.
