Kaktovik, Alaska on Barter Island in the Arctic National Wildlife Reserve (ANWR), yes the place with all the off limits oil has a little problem with Polar Bears. Seems they learned when Whaling season occurs, and come into town in August to wait for their free buffet once the locals land a few whales.

In town to work on the failed Earth Station, the LNA died during a solar outage. Use spotters while you are up on the long ladder to work on the feed assembly, lest the bears swat you off the ladder and eatcha!

Here they are seen feeding on a pile of Whale parts.

What's the barbed wire for? It' doesn't look that effective in keeping the bears out. Just my observation.
 
Maybe the barbed wire is to keep the humans out.
Get any of that scent on you & you could be tracked for many miles by a polar bear.
