remote to remote programing questions

any techs out there run into this problem with the dish remotes that can program remote to remote? When programing remote to remote the volume and mute go throw fine but tv off on never work. is there a part of the presses im missing? even when its two dish remotes it never works for me.

Are you trying to do "learning" mode on the remote like what's in the link below? I didn't have any problems getting my 21.0 to work all functions on my TV and AVR using the learning mode
