Regional Sports HD question

Are Fox Sports Ohio and Fox Sports Cincinnati HD full time?
I have Directv and they are only HD when games are on (Reds, Blue Jackets).

none of the RSN's on Dish are HD 24/7...they are game time only (and that is even debatable with JIP's or missing games)
Although Dish has gotten better with having the games in HD
