I just ordered Dish and they are coming out Sunday to install. I have a freind's referral card number, but he doesn't have the card. He got the number by calling Dish. Does the installer actually have to have the card in hand in order to give us the referral discount? The tech on the phone seemed to imply he would.

No you give them the referal number when you sign up. For most of the referals there is no card, since Dish customers can get new referal numbers at anytime by logging into the Dish Network website.
I would call back again and make sure your account was setup with the referal number.
