RCA D6530 Multiswitch

Hello, I have a RCA D6530 multiswitch installed with the 24VDC power supply. I've noticed that the outside housing gets pretty warm to the touch. Does anyone have or seen one of these units where the outside surface gets warm. Is this normal?

Is it necessary to use the ground on the unit or can it operate o.k. without installing a ground? I have this located inside the house where there is no place to install a ground. Any suggestions?

The two satellite lines are grounded outside to the main grounding rod for the house.

I'm using an 8x8 aluminum baking pan under the switch to help keep it cool. It was sitting directly on the carpet, what I've read was that it should not sit on rugs at all. Electronics seem to last longer when there's liitle to no heat build up.
