Is there an API for the site. The only one I can find is https://www.rabbitears.info/rawlookup.php, but it looks like it is offline and I can not find any documentation on it.

What specific functions are you looking for? No public documentation is available and not an "API" in the traditional sense of the word, but there are several methods for getting access to raw data.
