question about local chanels

i have a problem, and would like some help getting it answered. My parents would like to get dish network for the local channels. However in the next couple of months they are going to move, and where they are going to move to, they won't be able to get any local channels over dish till at least next year.This is suprising because they are only moving 15 miles away. However, I will be staying at their house and would like to continue the dish service there if we get it. I was thinking that they could just get the service at their current house, and just move the receiver to their new one and just buy a new dish, but the dish network guy we talked to said we couldn't do that. My question is why can't we do that, and is there any way that we can work around that?

Yea, when they move I think E* would tell them to leave the dish and take their receiver via DISHMOVER.
