Programming a Remote ?

I bought a Philips 8 Device Universal Remote Device can I program Direct tv and my Toshiba tv together same like you can use a
DIRECTV IR / RF Universal Remote Control (RC66RX) together with a Toshiba tv like you can work the Toshiba tv volume and the Direct tv channels together with out switching in between 2 inputs if so how ?
