problem with dual mode

when dual mode both tv's are stuck in on tv 2 and only the remote for tv2 works and both remotes work normally in single mode.

we tried getting a new receiver that didn't work.

any idea on how to fix this problem?

Which receiver? How are both tv's connected?

Puck your answer is incomplete, what model# are you connected with coax cable, HDMI, Video cables? Forb your apparent lack of knowledge a service call may be the best solution.
