No!
Port 1 is the only port than can accept power, supplying switch and lnbs.
It is the same voltage as receivers put out.
While the cables were switched, power would have been supplied by whatever receiver was connected to port 1.
Most configuations do not need anywhere near the 1.65 (~2 max) amps that the inserter can supply.
My own testing has shown a DP receiver can supply over 1 amp. This is enough to power DPP44 in most cases, without using power inserter. (not recommended)
