To get the sheriffs dept. in both counties unfortunately you will need an expensive digital scanner. They are on what is called the "Palmetto800" radio system. Richland County SC is on the same system. I have the Uniden BCD996XT. It works great but over price as all digital scanners are in my opinion. Here is a link to RadioReference for frequencies in SC.
