Phone line connection on new install

I'm about to order a new install for 3 SD tvs, so I'll have one dual tuner. How long after the install do I have to connect the phone line before I get hit with the Additional Outlet Program Access Fee?

you need to have it at activation or it gets charged

when it is first installed it will need to be connected to a phone line or the installer will have to call dish and have the fee added because there is a "phone check screen" that wont go away until dish turns it off, or it gets a dialtone

It calls a toll free number, and generally late at night.

it doesn't matter if it's toll-free or long distance, i have a telular.

as mentioned, i believe it generally checks late at night, and the only other time it should use the phone is if you order PPV or use the interactive channel and it needs to pull information.
