I am thinking of purchasing a Dual c feedhorn does anybody know if it has provisions for a dielectric insert for Circular Polarization.

Usually one makes their own provisions. Just get an insert (I think Mike Kohl sells them) and if it's too big just sand a side until it goes into the throat snugly. If it's too small then add a paper shim so it fits snug.
