does any one know anything about the opentel ods 4000 ird i picked it up for 40 dollars supposed to pick up c and ku band fta

A quick Google search claims it's a PVR which contains a 40GB HDD and is mainly sold in Europe/Australia.
Has a SCART socket, RCA out - the usual.

Looks like a good receiver, for $40 you got a bargain if it's working.
